Fire Safety Plan Development Process


At Evolve Fire Safety, we make fire safety compliance simple and stress-free. Our structured approach ensures your fire safety plan meets all Ontario Fire Code and Fire Department requirements, protecting your building, occupants, and assets.


Step 1: Initial Contact & Quotation

Call, text, or email us with your building’s address. If you have existing floor plans, please provide them. Based on the address, we will give you a quotation and request any additional details needed to ensure accuracy.

Step 2: Site Visit & Floor Plan Preparation

Once the quotation is approved, we will schedule a site visit with a designated contact person. The visit typically requires access to all service rooms and common areas while ensuring minimal disruption to residents or tenants.

Step 3: Fire Safety Plan Development & Compliance Review

We prepare a custom fire safety plan tailored to your building’s layout, operations, and occupancy type. This plan includes:

 Emergency evacuation procedures

 Fire alarm and suppression system details

 Fire extinguisher locations

 Staff responsibilities during emergencies

 Compliance with the Ontario Fire Code and NFPA standards

Step 4: Fire Department Submission & Approval

We handle the submission of your fire safety plan to the local Fire Department for review and approval. Some municipalities charge a separate fee for this review (e.g., Toronto, Brampton, Waterloo, Guelph, Niagara Falls).

Step 5: Fire Department Review & Inspection

A Fire Inspector may conduct a site visit to verify that the submitted fire safety plan accurately reflects your building’s layout, occupancy, and fire protection systems. This should not be a full fire inspection—only a verification of the plan.

Step 6: Revisions & Final Approval

If any modifications are requested by the Fire Inspector, we will revise the plan at no additional cost and work directly with the Fire Department until final approval is granted.

Step 7: Plan Delivery & Implementation

Once approved, we will provide the approved final fire safety plan in PDF format along with instructions on implementation. In most of the cases, printed copy must be stored in the Fire Safety Plan Box near the building’s main entrance. if you do not have Fire Safety Plan Box, we can provide one at additional cost.

Step 8: Ongoing Support

Additionally, we provide ongoing support to update the plan as needed due to renovations, operational changes, or regulatory updates.

Fire Safety Plan – FAQs

A Fire Safety Plan (FSP) is a detailed document that outlines fire prevention, evacuation procedures, and emergency response measures for a building. It is designed to ensure the safety of occupants, protect property, and assist emergency responders in the event of a fire or emergency. Fire Safety Plans are required under the Ontario Fire Code (OFC) Section 2.8 for various types of buildings.

Fire Safety Plan is required if your building falls under any of the following categories:

✔ Residential buildings with more than 10 occupants.

✔ Commercial and industrial properties with large occupancy loads.

✔ Assembly occupancies such as banquet halls, churches, theatres, and arenas.

✔ Schools, hospitals, nursing homes, and care facilities.

✔ Buildings with hazardous materials or high-risk operations.

✔ Any building where required by the local Fire Department.

If you're unsure, our team can assess your property based on Ontario Fire Code requirements and determine if a Fire Safety Plan is necessary.

While it is possible to create a Fire Safety Plan yourself, it requires deep understanding of fire and life safety systems in the building and it must meet the requirements of the Ontario Fire Code and be approved by the local Fire Department. Many building owners prefer to hire a qualified fire protection professional to ensure accuracy and compliance. Our team specializes in preparing code-compliant Fire Safety Plans and can streamline the approval process for you.

Some Fire Departments charge a fee for Fire Safety Plan approval, while others provide this service at no cost. Fees can range from $0 to $650, depending on the municipality and the complexity of the review process. For example, Toronto Fire Services charges $426.75 + HST, Brampton Fire & Emergency Services charges $120.00 +HST for only non-mandatory plans, and Guelph Fire Department charges $535.81 + HST. However, some smaller municipalities may review Fire Safety Plans without a fee. It is always best to check with your local Fire Department to confirm their specific requirements and associated costs. ​
